Any valid car driving licence (category B) allows you to ride a 50cc scooter in Montenegro. This covers most visitors from EU countries, the UK, USA, Australia, and beyond. A 50cc is plenty powerful for flat coastal roads and ideal for first-time scooter riders.
For the more powerful 125cc models — which handle hills and longer rides much better — you'll need an A1 or A2 motorcycle licence. In most EU countries this is obtainable from age 16 (A1) or 18 (A2).
