The Bay of Kotor is one of Europe's most dramatic landscapes — a fjord-like inlet surrounded by limestone mountains, dotted with medieval villages, ancient churches, and crystal-clear water. On a scooter, you become part of the scenery rather than just a tourist passing through.
We've been running scooter rentals in Kotor for years, and these are the routes our guests rave about most. From a gentle 30-minute ride to a full-day adventure into the mountains — there's something for every rider.
The most iconic ride in Kotor. A series of 25 hairpin switchbacks climbs 1,000 metres above the old town, offering views that will stop your heart. The road is steep and narrow — take it slow, enjoy every corner. At the top, the village of Njeguši offers local cheese and prosciutto before you continue on to Lovćen National Park.
Must-stop: The main overlook at the first plateau (about 15 minutes up) — this is the shot you've seen on every Montenegro postcard.
Follow the coastal road north along the inner bay to Perast, one of Montenegro's most perfectly preserved baroque towns. The road hugs the water's edge — often just inches from the Bay — with mountain reflections shimmering beside you. In Perast, take a water taxi to the tiny island of Our Lady of the Rocks, built on an artificial island by local fishermen.
Tip: Leave early morning to avoid cruise ship coach traffic on this road in peak season.
The complete circumnavigation of the Bay of Kotor. Head north to Perast, continue through Risan, cross the bridge at Verige, and return via the outer bay through Tivat. This loop passes through every distinct character of the Bay — from medieval villages to modern marinas — and takes about half a day with stops.
Cross the mountains south from Tivat and descend to the open Adriatic. Budva is Montenegro's most famous beach town with a beautiful walled old town. Continue south along the coast to Sveti Stefan — the tiny island peninsula that is one of Montenegro's most photographed landmarks — and back via Petrovac for a perfect coastal loop.
For the adventurous rider. Continue past Njeguši and into Lovćen National Park, climbing to Jezerski Vrh (1,749m) where the mausoleum of Montenegro's poet-prince Petar II Petrović-Njegoš sits in one of the most dramatic mountain settings in the Balkans. On clear days, you can see both the Adriatic and deeper into the Balkans. The summit road is steep — bring a jacket.
Leave the main coastal road and explore the network of narrow lanes that connect the hillside villages above the Bay — Morinj, Lipci, Strp. These roads are almost completely devoid of tourist traffic and offer intimate views of the Bay from above, with olive groves, fig trees, and old stone farmhouses at every turn.
Head all the way to the Bay's mouth at Herceg Novi, a flower-filled town with a Venetian fortress and stunning views of Croatia's Pelješac peninsula across the water. On the way back, divert to the Rose Peninsula for a swim at one of its secluded pebbly coves before returning along the mountain road.
Montenegro's former royal capital sits on a karst plateau behind Lovćen, a world away from the coastal bustle. The road from Njeguši to Cetinje is exhilarating — high mountain plateau with sweeping views. In Cetinje, visit the National Museum housed in the former royal palace and grab lunch at a traditional konoba.
Europe's largest lake straddles the Montenegro-Albania border and is home to one of Europe's most important pelican colonies. The road from Virpazar along the lake shore is absolutely stunning — take the ferry across and return via the mountain road for an unforgettable loop.
The perfect end to any day in Kotor. As the sun dips behind the mountains of Lovćen and turns the Bay gold, ride south from Kotor along the inner bay through Dobrota and Prčanj. The light at this hour is extraordinary — the white stone churches glow against the dark mountains, and the Bay mirrors the sky perfectly. Turn around at the bridge and watch the stars come out over the water on the way back.
